The Hidden Potential behind Empty Offices: the Search for Space in the Community Attic

What if empty office buildings weren't just abandoned, vacant spaces? What if they were actually valuable opportunities?

Empty office buildings often carry negative connotations. They're perceived as symbols of economic slowdown and stagnation: wasted spaces casting a blight on the areas around them. But with a change in perspective, they can be buildings with hidden potential, just waiting to be discovered and given a new lease of life.

Unlocking Potential amidst Vacancy

Last month’s announcement on the proposed acceleration of the Whitehall Campus programme will release up to 3 million square feet of London office space. While prime, Grade A space continues to be in high demand, research shows that almost three-quarters of Central London’s vacant stock is Grade B: generally older buildings that are sitting idle; considered too uneconomical to upgrade, and often overlooked by traditional landlords.

But just as communities have long turned unused land into shared gardens and allotments, those empty offices buildings could play an important part in a wider community-led initiative to reimagine our city spaces. Instead of languishing as financial dead weight, they could be converted into student housing, affordable living quarters, creative studios, or community hubs — all shaped by local input.

From Dusty Attics to Vibrant Spaces

Think of it as rummaging through an attic: what might, on initial examination, appear to be outdated and obsolete, could well, with a bit of imagination, turn out to be something valuable. A redundant floorplate could become a co-working cooperative. An awkwardly shaped corner building could host artist residencies. Dormant lobbies could be turned into public cafés or shared childcare spaces.

Rethinking the Urban Land Economy

If we start viewing under-used buildings as part of the land economy — as assets to be shared rather than burdens to be borne – we’ll reap considerable social and economic benefits from them. Every empty office block could make a contribution towards a more sustainable, inclusive city.
